Click the Flood Fill tool - - and put your Tool Options as I have below.

Fourth Step
Now you can change the color of your glitter text, play around with it and untill your satisfied with something. Heres how my turned out.

Fith Step
Now you need a border for your glitter. There are many different kind of style you can have, but I'll do the white border on black. To do this open a new blank canvas. Fill the canvas color to #000000. Paste yout glitter text as a new selection. Go to Selections » Modify » Expand, and set the Number of Pixels to 2. Then open another blank canvas , fill the color to #ffffff, and again and paste yout glitter text as a new selection. Go to Selections » Modify » Expand, and set the Number of Pixels to 2.

Your glitter should now look like this so far.

Sixth Step
Now you need to choose a glitter fill. I'll be using this one. .
Copy the glitter fill and open another new canvas and set the canvas as that fill. Copy your glitter text and set it as a new selection onto the canvas you've just made of your glitter fill. Go to Effects » 3D Effects » Drop Showdow and set your setting like mine...

Seventh Step
Now go to your canvas where you have your glitter fill & text. Go to Selection Modify Expand, and set the Number of Pixels to 6 and copy and paste that glitter as a new selection. Then again go to glitter and fill canvas, Go to Image » Undo Expand Selection, then copy the glitter, press Delete on your keyboard and then paste you glitter again anywhere you like on the canvas. Again, then go to Selection Modify Expand, then copy the glitter. Now you have 2 Frames of your glitter text :]
